Carter isn't on the list for his exploits at cable operator NTL, nor his days in advertising. The creation of Ofcom this year sees the coming together of the UK's regulators for telecoms, internet and TV and Carter will be its main man. Sounds parochial, hardly setting an agenda globally. Wrong. Regulators in Europe, the FCC in the US and others are keeping a close eye on how things pan out. Will converged watchdogs best serve and keep in line an industry that is increasingly blurred? The international spotlight is on Carter - he may fancy a cab ride across town to ask London mayor Ken Livingstone what that will feel like.
